'Public service improvement is an idea whose time has come' (Boyne, 2003: 224), however the meaning and understanding of what this means and how such improvements are to be achieved is less clear. This paper offers some insights in this area by examining how leaders in further education colleges understand and manage quality improvement. Drawing upon research carried out for the Centre for Excellence in Leadership, key issues for the understanding of quality and success are highlighted and means and mechanisms employed to deliver improvement are explored.
