Growing change in FE: behaviours that shape change

This paper examines externally focused leadership practices associated with bringing about change in further education [FE] colleges. The paper develops a provisional model of change proposed in our [first] paper (Bailey et al, 2006) and explores in some detail the three 'external behavioural influences' - scanning, optimizing and politicking - suggested in our model. 'Scanning' [refers to] gaining awareness, collecting information about the external context and assessing how this will impact on internal activities. 'Optimizing' [refers to] determining the stance to be taken when dealing with the external context and particular constraining factors. 'Politicking' [refers to] influencing and being influenced by key stakeholders in relation to choices pursued. The aim is to highlight the influence of external factors in the process of change and illuminate the behaviours adopted to manage these and to enable the exercise of choice.
