Measuring Cinderella: measurement 2 - one size fits all?

This is the second of two papers exploring the way performance measures influence management practices and organisational processes within [further education] FE colleges. In this paper we address inspection and the processes and practices leaders in the sector employ to prepare for inspection. We begin by discussing the development of performance, audit and inspection in the learning and skills sector, then briefly review literature on qualitative performance measurement in FE, and outline our research methodology. In discussing our findings, we cover: (1) how leaders in FE colleges prepare for inspection - preparing the data, preparing staff; (2) problems with inspection; (3) inspection as a tool for organisational development; and (4) the future of inspection.
