TAFE governance review

The Victorian Office of Training and Tertiary Education (OTTE) commissioned KPMG to carry out a review of the TAFE Governance framework. This report documents the findings and recommendations for the development and enhancement of governance practices within the framework and the TAFE institutions themselves. The review incorporated three key elements: (1) an overview of the TAFE Governance framework, including key governing relationships, legislation and key documents; (2) a review of the governance practices of a sample of TAFE institutions; and (3) recommendations for the improvement of governance practices. The research methodology was based on a series of interviews with stakeholders and workshops with a sample of TAFE institutions, review of key documents and the use of KPMG’s Corporate Governance model as a reference point. The report recommends that the current TAFE Governance model be retained but that the governance practices within the framework as a whole and within individual institutions could be enhanced.
