Training managers to manage

The author asks why new managers aren't given more training and support to enable them to manage properly. Management vocational qualifications can help; they are work-related and competence-based. They reflect the skills and knowledge needed to do the job effectively. The areas they cover are the key functions of management activities: people, resources, energy and quality. They tend to hit the right spot, are flexible and can lead to further qualifications. So why are they not being taken up in larger numbers?
