Despite improvements in Uganda's development, poverty and inequality continue to increase. The Programme for the Promotion of Employment Oriented Vocational and Technical Training (PEVOT), a German cooperation programme coordinated by GTZ, commissioned this report and argues that human resource development is crucial if these trends are to be reversed and economic growth encouraged. It suggests that vocational education and training and technical education are of major importance in human resource development in Uganda, and covers the following areas: economic development trends and related human resource aspects; the innovation and learning required to compete in the global economy; government strategies for private sector development and poverty reduction; PEVOT's contribution to human resource management to assist in economic development and poverty reduction; and working with international development partners. The report concludes with a series of recommendations aimed at enhancing the links between education and economic development.
