Cancellation of Indigenous persons from the apprenticeship training contract

This paper provides an analysis of completions and cancellations of apprenticeship training contracts in Queensland, concentrating on differences between Indigenous and non-Indigenous persons. Interest lies in this topic because of the high observed cancellation rate among apprentices generally, and the generally higher rate for Indigenous persons. The study uses data from the DELTA database compiled and maintained by the Department of Education, Training and the Arts, with data from this source combined with income data, sourced from the 2001, Census of Population and Housing. A model of apprenticeship cancellation is formulated using this data and the sources of differences in the probability of cancellation between Indigenous and non-Indigenous persons are explored. It is found that Indigenous persons face a 13.7 percentage point higher risk of cancellation than non-Indigenous persons.
