Sampling for national surveys in education

The aim of this paper is to provide the Performance Measurement and Reporting Taskforce (PMRT) information about the design of national surveys in education in recent years. It explains the major steps in the survey sampling process with reference to the methodologies used in international surveys, particularly Trends in International Mathematics and Science Study (TIMSS) and Programme for International Student Assessment (PISA). Some consequences of the sampling processes on field operations and in the analysis of the resulting survey data are also explained.
