The Queensland Adult English Language, Literacy and Numeracy (QAELLN) Policy is designed to maximise access, participation and outcomes in the vocational education and training system by providing access to English language, literacy and numeracy provision for potential and existing participants. The rationale for developing the QAELLN Policy encompasses the following economic and social arguments: Improving Australia's international competitiveness hinges in part on the success of its vocational education and training system to deliver the required level and range of workforce skills; and The ability to access and participate in vocational education and training programs has a positive impact upon an individual's life choices, particularly regarding employment, and contributes to reducing social dislocation.
