One of the actions under the Queensland Skills Plan [indexed at TD/TNC 85.453] is the Skills First program that aims to accelerate training by streamlining recognition processes. The subsidiary Credit Transfer project aims to increase the recognition of non-VET studies and credit transfer between [vocational education and training] VET qualifications. The first stage has been a comprehensive analysis of Queensland and national credit transfer data from the AVETMISS provider collection in order to establish a baseline. A deeper analysis of credit transfer is possible using data from the TAFE Queensland Institutes' Student Administration System (ISAS) which distinguishes between types of credit transfer. This suggested that as little as one third of credit transfer granted by Queensland TAFE might be direct national recognition of identical units. Examination of several thousand actual credit transfer applications at four TAFE Institutes suggests that the figure may be more like half and that there is very little recognition for non-VET studies. A survey of approximately 1000 TAFE Queensland students was undertaken in July 2007 to estimate the 'unmet demand' for recognition (accelerated training, credit transfer and [recognition of prior learning] RPL) from a student perspective and to estimate the potential for further increase in credit transfer and RPL rates.
