In 2005, the Annie E. Casey Foundation commissioned FutureWorks to investigate how community-based organisations (CBOs) enhance the use of the Federal Hope and Lifetime Learning tax credits by low-income adults and families by encouraging them to enrol in college courses. FutureWorks also aimed to develop tools and strategies for increasing low-income individuals’ use of the education tax credits. This report looks at how CBOs that cater for low-income clients might leverage the education tax credits as a workforce development tool by creating better links with postsecondary education in order to improve their economic opportunities.
