In September 2004, the Community Services and Health Industry Skills Council (CS&H ISC) embarked on a review of the Health Training Package HLT02 as part of a continuous improvement process. The aim of the Review was to develop national qualifications and competency standards for Enrolled Nurses within the Health Training Package (HLT02). This discussion paper defines and articulates some of the issues surrounding the HLT02. It first examines industry drivers, workforce directives and strategies and their implications for the training package and then briefly considers where the HLT02 is currently at in terms of its structure and patterns of usage. Finally, it frames specific questions to be taken up in national industry consultations. The outcomes of these consultations will form the basis for enhancements to the package.
