This article begins by stating the author's argument that present under-investment in adult literacy is a global scandal. Based on detailed consultation with programs in 35 countries and advice from people in over 50 countries, the article shows that there is a strong consensus about what policy makers and practitioners should do. Insights from this work have been combined into a series of benchmarks to guide future research and initiate new investment in adult literacy.
