Workforce development: how much engagement do employers have with higher education?: a review of the evidence on employer demand

This brief report attempts to review the quantitative evidence of private sector employer demand for higher-level workforce development and to establish the nature of what is wanted by employers from higher education. It provides the results of research into known sources of information supplemented by guidance from some Council for Industry and Higher Education (CIHE) and other businesses. The focus was on the provision of higher-level workplace learning for employees, and the extent to which demand for this level of learning was being met by providers of higher education (HE). ‘Higher-level’ is defined as learning which is broadly at sub-degree and first degree level and above (Level 4 onwards) and covers a range of provision including non-accredited continuing professional development (CPD), foundation degrees and post-graduate and professional qualifications. The report aims to provide a view on the nature of employer demand and the ways in which this should be addressed.
