One of the major tasks of the Western Australian Aboriginal Education and Training Council (AETC WA) is to produce a quadrennial Strategic plan. After extensive consultations, a strategic plan was produced for the years 2001-2004 (indexed at TD/TNC 89.21). This report reviews the implementation of the Strategic plan during 2004 and over the four years of the plan. The information upon which the report is based consists of two kinds: (1) data from the annual Indigenous Education Strategic Initiatives Program (IESIP); (2) information provided by all participating education authorities in the AETC, who were asked to identify other programs and projects that they felt had significantly contributed to improved educational outcomes for their Indigenous students. The report summarises many of the programs and projects undertaken by each of the authorities and institutions in addressing the AETC WA Strategic plan. The report has three main focuses: (1) an attempt to identify and evaluate cross-sectoral projects; (2) an evaluation of projects or programs that have been operating over a longer period of time; (3) a profile of some (though not all) of the projects that have been funded by the AETC over the last four years. The report concludes that broader, more holistic programs are being developed to address the still very poor educational outcomes of Aboriginal students as measured by conventional tools, rather than continuing reliance on ad hoc, one off initiatives. While there is limited cooperation and collaboration between systems and programs, there is some evidence of cooperation and collaboration with bodies outside the education systems. The priorities of eliminating racism and enhancing Aboriginal languages, culture and history are being addressed and all programs have in place endorsed plans to increase the number of Aboriginal employees and their employment opportunities.
