In 2003, the Montgomery County Public Schools (MCPS) Study Circles Program was initiated to give school communities a process for addressing racial and ethnic barriers affecting student achievement and parent involvement. A Study Circle comprises a diverse group of about 15 parents, students (where appropriate), and school staff members that meets weekly for six two-hour sessions. The aim of the program is to allow participants to build relationships based on trust, learn about each other's cultures, talk honestly about racial differences, confront racial and ethnic barriers affecting student achievement, develop a shared vision, and create action steps for change. The focus of this interim report is on the 2005-2006 Study Circles Program.
