This report seeks to support the statistical and analytical research on teachers and trainers for the 'Education and Training 2010' program. The purpose is to give a snapshot of the mobility and replacement needs of teachers and trainers for the period 2005-2015. The objectives of the study are: estimating shortages and surpluses of teachers and trainers during the next 10 years in 33 European countries (EU27, Croatia, FYR Macedonia, Iceland, Liechtenstein, Norway and Turkey); identifying the elements which influence the demand and supply of teachers and trainers; describing the capacity to train new teachers, retain qualified ones and attract people with teacher qualifications to join the workforce; and to determine geographical mobility between and within European countries. It was found that there will not be a profound teacher shortage in many of these countries, mobility will depend upon the attractiveness of salary packages, and will be limited by knowing the language of tuition and/or teaching a language. There will be local shortages but in these cases, interventions have already been put in place to redress these problems e.g. remuneration, decentralised decision-making, improving gender imbalances, providing for relocation costs and increasing the quality of teacher training. It is difficult to make predictions about future replacement needs due to the lack of available data.
