The Skills for Business network (SfBn) was established in 2002 by the Department for Education and Skills (DfES), the Department of Trade and Industry (DTI) and the devolved administrations in Scotland, Wales and Northern Ireland with a remit to ‘replace the relative weakness of the UK’s sectoral arrangements with strong employer leadership capable of delivering sustained improvements in public and private sector productivity and competitiveness through the better use and development of people’s skills’. The network, which comprises 25 Sector Skills Councils (SSCs), identifies and addresses skills gaps and shortages on a sector by sector basis. This report presents the findings of a major survey of UK employers, conducted to inform the evaluation of the SfBn. Key findings include: there has been an increase in employer awareness of their SSC in relative terms since the baseline survey in 2003; there is a case for greater targeting among SSCs towards smaller, single site establishments; and key SSC activities which result in high employer satisfaction include the use of training courses run by the SSC, access to publications, information or research from the SSC, and the perception that SSCs have been set up to provide business advice.
