This discussion guide was prepared for participants in the Stakeholder Summit on Postsecondary Education and Skills Training, held on February 24, 2006. It was prepared by the governments of Ontario and Quebec in support of the Council of the Federation and outlines the key issues and challenges in postsecondary education and skills training that will be discussed during the summit. The Council, comprised of the 13 premiers of Canada's provinces and territories, views the enhancement of postsecondary education (PSE) as a top priority. The Council has convened this summit to engage approximately 300 stakeholders, including students, college, university, business and labour representatives, in meeting the challenges confronting PSE and skills systems, and to establish an action plan to ensure Canada's competitiveness in the global economy. Stakeholder views will be used to shape the vision for a Canada-wide strategy on postsecondary education and skills.
