Some alternative approaches to assessing training needs: a discussion

In this paper, a number of alternatives to traditional manpower planning for assessing training needs are reviewed. These include: cost-benefit analysis; optimum allocation of resources; changes in skills and the effects of structural factors on the employment situation; systems for labour market information and intelligence, and; identification of training needs at the project level.
