The Employer Nomination Scheme was designed to enable those employers unable to fill vacancies to recruit skilled workers from overseas. This study investigates the profile of participating companies, why vacancies occurred and generally how well the scheme worked. It highlights the importance of trade skills in changes in the market environment, and of the training system.
