Despite a range of strategies used by the University of South Australia aimed at increasing access and participation of all groups in the community, there has been little increase in the participation rates of low socio-economic status (SES) people. The University's Special Access Scheme, or USANET, was developed to address the particular needs of students whose individual educational disadvantage arose from their los SE status. This document reports on a research project, commissioned by the then Department of Employment, Education, Training and Youth Affairs (DEETYA) and funded under the Higher Education Division's Evaluations and Investigations Program (EIP), was designed to investigate the features of the USANET scheme and those of similar schemes in other Australian universities in order to identify the factors and structural changes that will result in maximising the access, participation, success and retention of low SES students..
