This discussion paper proposes principles for a new structured entry-level training system in Australia. Its main features are that it will: be responsive to industry training requirements; be competency-based; relate to level one to three competencies as defined by the National Training Board; combine on- and off-the-job training; allow for the recognition and accreditation of prior training; and improve access.
