The representation of women on industry training advisory bodies and related policy and planning issues: report of the 1992 survey commissioned by the VEETAC Women's Standing Committee

In 1992, the Vocational Education, Employment and Training Advisory Committee (VEETAC) Women's Standing Committee (WSC) issued a survey inquiring into the representation of women on industry training advisory bodies (ITABs) and on ITABs' consideration of gender equity issues. The survey was an initial step toward implementing Recommendation 17 of the 1991 'Women in entry-level training' (WELT) report (indexed at TD/ERD 87.13) which had stated that decision making bodies in the area of vocational training, such as ITABs, 'should be encouraged to include and increase female representation to improve female access to entry-level training'. This report presents the findings of the survey and sets out some issues for further consideration. The survey findings indicate that: the representation of women on ITAB boards overall was low; many ITABs considered the encouragement of female participation to be outside their authority; 41% of respondents had strategies to increase the involvement of women representatives in place; 57% of ITABs indicated they were not in favour of strategies to encourage female participation; and several ITABs indicated opposition to gender specific training strategies, claiming them to be discriminatory or inequitable.
