This report provides the advice of the Australian Education Council (AEC) Working Party on a National Education Communications Framework on issues associated with the use of open learning approaches in the implementation of the Australian Vocational Certificate Training System (AVCTS). Open learning is an integral and increasingly important component of Australia's education and training sytem. Information technologies are key tools in this expansion. Such technologies are being used to deliver open learning courses to learners who may (or may not) be large distances from institutional providers, they enable interaction betwen learners and teachers, provide realistic simulated training experiences, and deliver education and training to workplaces, homes and local community centres. The term 'open learning' implies much more than just a distance education delivery model which uses carefully designed instructional materials to facilitate independent study - even though distance education delivery methods are essential to the achievements of an open learning system. Open learning is a system-based approach to the provision of educational opportunities.
