The planning and programming of training at the national level: practices and procedures in developing countries

The purpose of this study is to take stock of the progress made by the developing countries in establishing a mechanism for the planning of training at the national level, the organisational structure, its place and role within national structures of development planning and coordination. The contents are: Introduction; Policy in the field of planning of training at the national level; Centralised planning of training; Decentralised planning of training; Co-ordination of training plans with formal education plans; Information and data base for the planning of training; Practices and procedures for the planning of training; Programming of training; Participation of employers' and workers' organisations in the planning and programming of training; Problems and difficulties; Conclusions and proposals for further action.
