This discussion paper reviews the concept of TAFE introduced in 1974 by the Australian Committee on Technical and Further Education (ACOTAFE) in the Kangan report (indexed at TD/LMR 85.637). The proposed shift toward and educational/social orientation is examined, as is the concept of TAFE as it is held by relevent sections of the community with a focus on Victoria. The study suggests that TAFe in Victoria shows a divergence between the claims made about its underlying philosophy and the concept, policies and strategies which actually characterise it.
