TAFE in the 1990s: developing Australia's skills

The paper explores factors which will shape technical and further education (TAFE) in the 1990s, taking account of TAFE's strengths and weaknesses. It discusses new approaches to skills and competence, enterprise level training, and TAFE's public obligations.
