PEP, access and TAFE: marginal or mainstream

The aim of this discussion paper, which is part of the Access and Credentialling Systems Level Initiative, is to further the debate on issues affecting student access to further education. It says that the principle of unrestricted access has not been successfully pursued or implemented by TAFE and that the predominant definition of 'access' in TAFE is narrow and restricted. The focus of the paper is on Transition and Participation and Equity Programs (PEP) and suggests that while significant numbers of students from traditionally under-represented groups have gained access to these programs, there have not been any equity outcomes for participants in terms of either mainstream TAFE or the labour market.
