This paper will focus on the combination of influences and forces which have shaped and manifested themselves in a newly designed professional qualification for the vocational education and training (VET) sector. These forces include: the Commonwealth Department of Education, Science and Training (DEST) funded career development initiatives (now called Career Advice Australia) and the associated policy push towards embedding a career development culture within Australia; PhD research which has resulted in a model for assisting people to navigate learning and career transitions; and the increasing need for individuals to be equipped with self managed career development skills or what is at times referred to as 'career literacy'. The newly designed professional course is primarily aimed at the employment services industry which covers a diverse group of services, organisations and registered training organisations (RTOs). The industry plays a crucial role in Australia's economic and social futures through its role in assisting groups disadvantaged in the labour market. The industry does this through a variety of work readiness strategies which includes engagement in VET. The course is also applicable to other professionals in the VET sector who have roles linked to career development, transition management and employment placement. The changing nature of work and international research into career guidance and development will be discussed as a backdrop to this development.
