In May 1997, the Minister for Tertiary Education and Training in Victoria commissioned a Ministerial Review, led by Paul Ramler, on the nature, extent and structural arrangements of TAFE institutes in the Melbourne metropolitan area (the final report is indexed at TD/VIC 52.01 and the options paper is indexed at TD/VIC 51.02). The Review was asked to: consider the nature and extent of the provision of vocational education and training (VET) in this area by TAFE institutes, and how the development of an open training market and accompanying public policy changes would affect them; and advise on suitable structural arrangements for TAFE institutes in the area, including the optimum number and shape of the institutes and linkages as appropriate to Victorian universities. This document contains the William Angliss Institute of TAFE Council's submission to the Review Committee. It outlines how the Institute Council believes the metropolitan TAFE network should be organised to best meet the needs of government customers and the tourism, hospitality and food processing industries. The submission provides a comprehensive synopsis of the key economic, employment and training issues for the state government in terms of how TAFE's provision for these industries should be configured. It is proposed that William Angliss Institute be granted a charter that provides for total responsibility for all training delivery in the Melbourne Central Business District (CBD) and south east growth corridor in relation to tourism, hospitality and food processing. It also proposes that William Angliss be retained as a specialist institute and allowed to absorb some 20% of tourism and hospitality contact hours from other providers, i.e. Western, Holmesglen, the Royal Melbourne Institute of Technology (RMIT), Victoria University of Technology (VUT) and Swinburne.
