The industry training system in British Columbia (BC), Canada, is moving towards the incorporation of more industry-led training initiatives. This report is a strategic review of 39 industry training pilot projects initiated by the Ministry of Advanced Education. The review was commissioned by the Industry Training Authority (ITA) to determine if any of the lessons learned from these projects could assist the ITA in its introduction of alternative delivery approaches in BC’s industry training system. The review involved analyses of the documentation from the projects and over 100 structured interviews with project proponents, industry partners, trainees, Ministry staff and ITA staff. The report provides recommendations (currently under consideration by the ITA) as to how the experience of conducting these pilots can be applied to achieve broader improvement in industry training. The three main sections of the report are: (1) lessons learned from the projects by major themes; (2) ongoing issues; and (3) recommendations. Six major themes that traversed the various projects were identified: curriculum, competence and assessment; industry involvement; partnerships; image and communications; access; and individual responsibility. In general, the review revealed that the more these six theme issues were addressed by the projects, the more successful they were in delivering alternative training programs. Detailed explanations of success factors under each of the themes and pilot project examples are included in the report. The recommendations address the need for flexible approaches to training designed to fit the context of each industry’s particular training needs but are delivered, assessed and certified to a consistent standard developed and administered by the ITA. The recommendations are intended to act as guiding principles for achieving an internally coherent, flexible training system.
