The Finn report and entry-level training: summary of issues prepared for ESFC entry-level training consultations

This paper provides a summary of the findings of the Finn review (report indexed at TD/TNC 85.641), which was undertaken by a committee of trade unionists, business people, and state and federal officials to examine whether the post-compulsory education and training arrangements at the time met the needs of young people, industry and Australian society. It makes special reference to aspects that were relevant to the Employment and Skills Formation Council's (ESFC's) consultations on entry-level training, TAFE in the 1990s, employer subsidies for apprentices and trainees, and AUSTUDY allowances.
