This chapter describes the history and structure of the adult literacy system in New Zealand. In 1997, the International Adult Literacy Survey (IALS) was conducted in New Zealand and prompted more attention from the government to developing better adult literacy services. This resulted in increased funding the development of an infrastructure to support adult literacy educational provision. However, the authors make several policy recommendations that could make the current system more effective for all adult learners.
