Adult literacy policy, scientifically based research, and evidence-based practice

This chapter highlights the increasing emphasis on scientifically based research and evidence-based practice in education. The author defines these terms and describes their use in adult literacy, examining perceptions of their usefulness by those who are working in the field. Researchers are called to cooperate in solving problems of research design and to use methodologies that are of a high standard. Organisations in the field are urged to take part in a process of developing a position statement about the types of research studies that result in the best information for adult literacy practitioners, who will be expected to demonstrate practice based on the research.

Adult literacy in New Zealand

This chapter describes the history and structure of the adult literacy system in New Zealand. In 1997, the International Adult Literacy Survey (IALS) was conducted in New Zealand and prompted more attention from the government to developing better adult literacy services. This resulted in increased funding the development of an infrastructure to support adult literacy educational provision. However, the authors make several policy recommendations that could make the current system more effective for all adult learners.

Volunteers in adult literacy education

This chapter presents a history and review of volunteerism in adult literacy in the USA. Volunteers still make a significant contribution towards the provision of educational services to adult learners as tutors and in other roles. Their work is controversial and the authors identify some of the main issues associated with the use of volunteers in adult literacy. It is concluded that the role and contribution of volunteers in this field requires further research to determine their effectiveness in both teaching and other supporting roles.
