- Demographic change and low-literacy Americans

This chapter describes the current and future characteristics of the low-literacy population in the US and considers the implications of changes in this population for the provision of educational services for these adults. Census data from 1990 and 2000 are used to examine trends among 'linguistically isolated' households, those who have not completed high school, and disabled people. Conclusions are drawn from this data and the author suggests that a major trend is the need for more diversified adult literacy services to respond to geographically diversified needs.

This volume is the sixth in a series established by the National Center for the Study of Adult Learning and Literacy (NCSALL) to present and analyse the research literature and best practice on key issues in the field of adult learning and literacy in the US. The series is intended to inform those concerned with improving the quality of adult basic education (ABE), adult English for speakers of other languages (ESOL), and adult secondary education (ASE) programs. The volume begins with a review of significant developments in the field during the year. The papers included are both theoretical and practical and cover a wide range of topics essential to the success of adult education and literacy services in the US. - The preparation and stability of the ABE teaching workforce: current conditions and future prospects

This chapter examines the preparation and stability of the adult learning and literacy teaching workforce in the US. A review of what an ideal teacher workforce should be in terms of training and licensing, both critical to student outcomes, reveals that the workforce currently consists mainly of K-12 trained teachers with some professional development in adult education. A large proportion are employed part-time. The author suggests that research is needed on the characteristics of existing teachers, the link between preparation and teacher quality, factors supportive of teacher retention, and the relationship between teacher quality and retention. It is also recommended that policy be directed towards developing a stable, highly-skilled workforce of adult basic education (ABE) teachers.

- Overview of the adult literacy system in Ireland and current issues in its implementation

This chapter provides an overview of the Irish adult literacy system, tracing the history of adult literacy in Ireland, including its more recent development as a government priority in response to Ireland's poor results in the International Adult Literacy Survey (IALS) of 1995. Since this date, many policy initiatives and government funding have enabled the adult literacy service to expand and improve through three components: a national policy on adult education, 'Learning for life'; the first national strategy on adult literacy; and the inclusion of an adult literacy target in the national anti-poverty strategy. The author describes these components, the learner population, the teaching workforce, and related organisations. Current issues include the challenge of maintaining learner-centredness as the size of the population served expands rapidly, the need for coordination among literacy services, the preparation and retention of teachers, accountability and funding.

- Beyond single interests: broad-based organizing as a vehicle for promoting adult literacy

This chapter provides a description of the potential role of broad-based community organising in the promotion of adult literacy. Broad-based community organising is defined as a deliberate attempt to 'cross lines of race, class, religion, and geography to build organisations with sufficient power to stand for the whole and address 'common-good issues' in local communities'. It is suggested that this is achieved by connecting 'mediating institutions' such as neighbourhood and other voluntary associations. The role of adult literacy as one key part of the effort to improve the quality of life is identified and broad-based community organising is located within emerging theory and research on 'social capital'. The ways in which social problems are brought to public attentions and resources attracted are outlined and suggestions are made as to how to implement a city-wide, broad-based organising effort on behalf of adult literacy.
