Across Europe in particular, governments are increasingly acknowledging that the creation of learning societies relies on the development of learning cities comprising learning communities and learning organisations. This book provides a background to the learning cities/regions movement and presents tools that can be used in cities, towns and regions to create a culture of learning. It covers topics such as an introduction to the idea of 'learning cities', policies and strategies for the 'learning city', including examples from around the world, and how to activate learning, involve stakeholders and encourage citizen participation in a learning city or region. The book reflects on the work of a European project that involved cooperation between local administrations, learning providers, workplaces and other municipal stakeholders in the development of a program entitled LILLIPUT (Lifelong Learning Leadership for Inspiring People Undergoing Transformation), which comprises web-delivered learning modules aimed at encouraging municipal leadership in creating learning cities. This project, aimed, ultimately, to increase the number of adult learners in the context of the city. The chapters are as follows: Renewing, researching, refining: making sense of learning cities and regions; Defining, dissecting, deepening: learning communities, cities, regions and organisations; Constructing, contracting, commemorating: tools, techniques, charters and festivals for learning cities and regions; Measuring, monitoring, managing: tools and techniques for measuring and monitoring learning cities and regions; Equipping, empowering, enriching: tools and techniques for activating learning in learning cities and regions; Participating, partnering, profiting: tools and techniques for involving stakeholders in learning cities and regions; Consulting, convincing, contributing: tools and techniques for citizen participation in learning cities and regions; Imagining, internationalising, interconnecting: global roles, global opportunities for learning cities and regions; Summarising, strengthening, sustaining: putting it all together.
