This project involves research to nationally scope and evaluate the appropriateness of existing teaching, learning and industry-based curriculum materials, programs and services within the small business industry area with respect to Indigenous learners. This report outlines and evaluates existing: print-based, web-based, CD ROM, video, audio, teaching and learning materials; models of delivery of small business education and training to Indigenous peoples across all sectors of post-school education; appropriate Government policies, strategies and information as it relates to Indigenous small business management; and research as it relates to the delivery of small business training to Indigenous peoples. The research suggests that it would be unwise to place undue emphasis on Indigenous formal small business training other than as entry level skills to small business. Previous studies suggest that career entry level VET programs should be driven and controlled by the Indigenous community as part of user choice. There appears to be considerable scope for using existing initiatives and programs in different ways and 'one size fits all' approaches to using training system driven courses offered in institutional settings are much less likely to work for Indigenous learners. The importance of vocational education and training (VET) in providing the skills required to take advantage of economic and business opportunities was identified. The need for small business training programs for Indigenous people to be tailored to include self-paced, small business management courses, support networks and mentoring programs, delivered by training providers that specialise in working with Aboriginal and Torres Strait Islander people was also identified.
