Among developed countries, New Zealand's (NZ's) skill shortage is the worst, with NZ featuring on top of OECD's skill shortage list in three of the last five years. This report defines skill shortage, outlines the types of skill shortages facing NZ, and suggests strategies to alleviate skill shortages. These include: improved migration; increased numbers in training and apprenticeships; adequate numbers of trainers and teachers; closer alignment of training; more flexible provision of training; shorter training times; changes to employment law; improved literacy and numeracy; new attitudes to trades training; and increased use of technology. Includes case studies.
