The Skills for Business network aims to enhance productivity and profitability in the UK. It was established in 2002 by the Department for Education and Skills (DfES), the Department of Trade and Industry and the devolved administrations in Scotland, Wales and Northern Ireland with a remit to ‘replace the relative weakness of the UK’s sectoral arrangements with strong employer leadership capable of delivering sustained improvements in public and private sector productivity and competitiveness through the better use and development of people’s skills’. It identifies and addresses skills gaps and shortages on a sector by sector basis. The network comprises 25 Sector Skills Councils (SSCs) and is underpinned by the Sector Skills Development Agency (SSDA), which is responsible for funding, supporting and monitoring the SSCs. This report presents the findings of the case study component of the second year of the Skills for Business network evaluation, which focused on implementation. The case studies focus on 10 of the most mature SSCs in licensing terms, the two Cross Sector Boards that were operational at the time of the research, and the SSDA itself. They are one component of the wider Skills for Business network evaluation, accompanying a large-scale employer survey, a stakeholder survey, and an overview report drawing together each evaluation strand. The report presents the case study findings in the following sections: strategic objectives (progress in the second year; reducing skills gaps and shortages; improving productivity; increasing opportunities to develop everyone in the workforce; and improving learning supply); operational objectives (employer awareness and understanding; skills and labour market intelligence; and policy influence and partnership); SSDA support objectives and overall network strength; and conclusions and recommendations. The evaluation found that the network has made progress in establishing its presence and defining its role. Although in its second active year, many of the network’s main programs and activities will take time to register measurable impact.
