Should caring be viewed as competence?: (re-)opening the dialogue over the limitations of competency frameworks in HRD

This article summarises the limitations of the competency-based approach in relation to training and development. It refers to a recent review article by Delamare Le Deist and Winterton (indexed at TD/TNC 81.244) which explores the various meanings and usages of competence and provides brief sketches of several areas of concern related to competency-based education and training (CBET). These include the limited ability of defined competencies to capture the richness and complexity of practice and the increasing level of abstraction of competencies.
