E-learning indicators

In 2004, the Flexible Learning Advisory Group (FLAG) began a project entitled 'Preparing the ground' to identify performance indicators that could be used to assess the uptake, use and impact of e-learning in Australian vocational education and training (VET). The project examined documents prepared by or for national, state and territory training agencies, public and private training providers, VET and e-learning researchers, and international education and training agencies. It identified more than 200 such indicators and selected 12 indicators as key measures of the uptake of e-learning in VET and outcomes from e-learning for VET clients and providers. This paper lists the 200 indicators identified by the project as a reference for organisations wanting to better understand e-learning outcomes. The indicators are presented under six broad headings: uptake of e-learning by VET clients; uptake of e-learning by VET providers; uptake of e-learning by the VET system; outcomes of e-learning for VET clients; outcomes of e-learning for VET providers; and outcomes of e-learning for the VET system. Within each group, the indicators are sorted by common themes and move progressively from generic to more specific measurement.
