This document explores the UK Governments proposals to implement Learning Credits into the existing education and training framework, and outlines how their policy aims to increase young people's participation in post-compulsory education and training, and raise their level of attainment, as a stepping stone to successful employment and learning throughout adult life. Learning Credits will achieve this by: strengthening young people's choices; empowering and motivating more young people to participate in learning; and increasing providers' responsiveness to young people's choices. The report goes on to outline the Learning Credits model, considering the form of the credit, how the credits process will be managed, and how to prepare young people to use their credit entitlement.
