Monitoring for quality in a mass literacy programme

This chapter reviews the mass literacy program, the South African National Literacy Initiative (SANLI), a joint initiative of the South African Department of Education (DoE) and the Adult Basic Education and Training (ABET) Institute, that aims to reduce the rate of illiteracy in South Africa. It then discusses the necessity of monitoring the program, the purposes of the monitoring, the organisation of the monitoring, key areas in the monitoring process and the monitoring instrument. The monitoring function is regarded as an integral support function of the program, which is intended to assist in achieving optimum outcomes by engaging educators and learners in the improvement and implementation of the program.
