The paper outlines key findings from the first two years of a three year research and advocacy project examining youth unemployment in Australia, and presents a set of proposals to fix youth unemployment by 2010 within a broader national framework to improve labour market, education and social transitions of young people. The project has been undertaken by Mission Australia in partnership with the Youth Strategy and Advocacy Group (YSAG), which is chaired by Mr Rupert Myer. The paper: notes relevant trends in youth labour market, education and social transitions of young people (age 15-24); reviews selected aspects of the existing national framework of youth transition policies and programs; [and] discusses a mix of views and voices about the effectiveness of current policy and program mix. Approximately 50 discussions were held with young people, business groups, and relevant education, community and youth agencies. A survey of employment centre managers was also undertaken. The priority focus of the paper is to outline a set of proposals to significantly reduce youth unemployment and assist more young people to achieve a positive labour market, education, and social transition to adulthood. The recommendations respond to identifiable strategic problems and possibilities in the Australian youth labour market.
