- ICTs and open and distance learning for training trainers in the context of the labour market and lifelong learning in Central America

This chapter begins with a description of recent developments in non-formal adult education in Central America and the Caribbean. The chapter looks at the role information and communication technology (ICT) plays in open and distance learning (ODL) in these poor countries, noting that while there are examples of the use of ICT in ODL available to the poorer sectors in Central America, these programs are funded from abroad by international development operations and usually operate on a local, regional or ethnic basis for a limited period of time. The chapter then describes the Toolbox Network, a joint Central American ICT/ODL project which is in its very early stages and is aimed at the marginalised micro, small and medium sized enterprise sector and the consultants/teachers who train entrepreneurs and their staff and including unemployed people with Internet access. The importance of sustainability and quality assurance in such a project are briefly touched on. The chapter concludes that there is a need to evaluate the system with particular attention paid to recommendations made by users. Plans have been developed to include more interactive module training and it is recognised that cooperation will be needed between appropriate institutions in participating Central American countries.

In 1997 the Namibian College of Open Learning (NAMCOL) initiated the Certificate in Education for Development (CED) program jointly with the Adult Basic Education and Training (ABET) Institute of the University of South Africa. The CED is a two-year program designed, through a combination of distance education and residential workshops, to meet the professional development needs of adult educators, extension agents and community development workers. It is recognised as the equivalent of two years of study at post-matriculation level. In 1999, a feasibility study to determine future needs for a Namibian CED was commissioned. The recommendations from this study indicated that the need for this program was ongoing and that it had wider application than had been first thought. Based on the findings of the feasibility study, the course outline for the program was revised and materials were developed addressing the training needs of a wider target population. For the future of the CED, the idea for a third year emanated from the belief that it is important for CED graduates to be able to further their studies in the field of adult education and community development.

- Open and distance learning: training and support for adult educators in the field

In this chapter, the author suggests that open and distance learning is under-utilised in training adult literacy and non-formal educators and should be used as a strategy for adult basic education and training instead of just an approach. The chapter discusses three recent projects involving the use of the methods of open and distance learning for adult educator training and support in Southern Africa, Namibia and Mozambique. It goes on to look at the functional education of adult educators, the need for continuing training and support of these educators and the importance of recognised qualifications in this area. The author highlights the role of open and distance education in providing such education and training and concludes by suggesting four vital areas for further work: (1) research and evaluation; (2) networking of expertise and materials; (3) dissemination of information about experience; and (4) promotion of collaboration between institutions.

- The solidarity in literacy programme: a strategy for literacy training for the youths and adults of Brazil

The Solidarity in Literacy program was created in 1997 as a means for reduction of illiteracy and strengthening of political policy around youth and adult education in Brazil. The program was exported to other Portuguese-speaking countries. This chapter describes the program and analyses its successful partnership with higher education institutions, the private sector, civil society, government and non-government institutions. It also looks at the pedagogical principles that guide the learning processes in the program. Within the context of this program, the chapter discusses the training of literacy teachers and the importance of their continuing training. Significant quantitative and qualitative improvements in methods of literacy training and the impact of these improvements on the students, teachers, businesses and universities involved in the project are discussed. The chapter concludes by highlighting some of the projects in open and distance learning that enrich literacy work in the classrooms and enhance the training of literacy teachers.

- How are training policies responding to training needs in Nigeria

This chapter presents analyses of extant policies and practices in the training of fieldworkers in adult basic education in Nigeria, exploring the potential use of open and distance learning in the training of adult basic education staff. It contains a critical examination of the only known systematic attempt to use open and distance learning strategies to train adult basic education personnel in Nigeria, the Interactive Radio Distance Learning Scheme (IRI) piloted by the Nigerian National Commission for Nomadic Education (NCNE). The chapter suggests that adult education seems to be narrowly conceptualised in Nigeria and examination of educational policy provisions reveals the absence of explicit guidelines on the roles and expectations of the various units and levels of government with regard to adult education practice. Adult education grassroots fieldworkers and their trainers strongly expressed the need for reform of training. While the IRI pilot was successful, lack of funds and inadequate qualified personnel have prevented the nationwide implementation of the scheme. There is an urgent need to develop and put into practice the open and distance learning programs necessary for the nationwide training of adult basic education workers.

This chapter examines the role of distance education in the training of grassroots workers in South Africa. It offers a brief background to education in the South African context, highlighting the need for adult basic education and considering the policies which inform its delivery in South Africa. A case study of the training of adult educators by the University of South Africa's Adult Basic Education and Training (ABET) Institute is described, followed by discussion of methods of delivery of distance education. The chapter ends with a discussion of ways the ABET Institute has used its networks of tutors and graduate students to assist the South African National Department of Education with implementation of its South African Literacy Campaign.

This chapter focuses on quality and adult basic education and literacy in Sub-Saharan Africa, arguing that the most successful quality outcomes have been achieved in distance education using a mass-based industrialised model with adults working at the tertiary level of provision, though less demonstrably successful with adults learning at the basic level. It is further noted that the role distance learning might play in adult basic education in the region remains problematic because of changing views about how adults best learn at this level and because of the need to integrate that learning in a way that improves livelihoods. The chapter concludes with the suggestion that, at the adult basic education level, the concept of open and flexible learning could be more relevant than that of distance education.

This chapter describes a Department for International Development (DFID) funded project using information and communication technology (ICT) to promote literacy particularly applied to distance education approaches to training adult education and literacy functionaries. The project is being implemented in India and Zambia and the intention of the chapter is to reflect on the past three years of project implementation in order to highlight some of the lessons learned and issues for further consideration. Lessons learnt include the importance of having a clear vision from the beginning and the necessity of choosing suitable institutional partners.

- Open learning in basic education for adults and the contribution of international cooperation

The purpose of this chapter is to promote discussion around issues regarding the role of international cooperation in the promotion of open and distance learning for the purpose of training adult educators. These issues include: the role of open and distance learning in adult education; the developments in adult education that affect the training of adult educators; the relevance of these issues not only to adult education but to basic education as a whole; the concept of the learning society; and the role of international policy discourse and collaboration. The chapter suggests that the fundamental challenge is to place open and distance learning efforts within the wider context of lifelong learning, which in turn requires further understanding of the nature of learning within the social, economic, cultural and political contexts and the essential learning rights of all children, young people and adults. It is concluded that there is a great need to engage in specific work around the contribution that open and distance learning can make as well as a need to keep policy discourses ongoing around basic education and lifelong learning.
