Since there is a great concern to bachelor's degree after secondary education, the bachelor's degree capacity is too insufficient, and there are still thousands of people and their families searching for bachelor's degree education opportunities abroad. Although the two-year college students are willing to continue bachelor's education, it is hard to continue to bachelor's degree education as the capacity is insufficient and limited. With the enrollment of these willing graduates to two-year colleges, they will gain profession and then by providing an opportunity to continue bachelor's degree education abroad, a bachelor's degree can be provided at lower cost. In this article the need for bachelor's degree, the operation of the system is mentioned and the block transfer method which is still in operation in the USA and the UK is shown as an application media.
