The Learning and Skills Development Agency (LSDA) was asked by the Learning and Skills Council (LSC) to carry out research to assist in the implementation of the recommendations of the Modern Apprenticeship Committee in respect of the rationalisation and transformation of non-framework National Vocational Qualification (NVQ) learning across the work-based learning route and the development of programme-led pathways for Modern Apprenticeships. The brief required a focus on what full-time NVQs were being offered within further education (FE) colleges and how they were being delivered; what the target cohorts were for this provision; the suitability of this provision in terms of preparation for Modern Apprenticeships; and identification of emerging issues which may be pertinent in respect of the ongoing rationalisation and transformation of NVQ learning and the implementation of programme-led pathways for Modern Apprenticeships from August 2004.
