Providing vocational education and training in small and remote workplaces: what might technology offer?

This research focuses on the challenges faced by workplaces in providing learning opportunities intended to lead to formal qualifications. Still in its formative stages, the research attempts to address a learning issue for the aged care industry, an extremely large area of employment in Australia that is experiencing rapid growth. In response to the pressures on the aged care system, the government has introduced a range of legislative, regulatory and funding mechanisms that are designed to reform the industry in a range of ways. Meeting these standards requires a well-trained and educated aged care workforce. The general consensus in the sector appears to be that traditional delivery systems are not adequately meeting the education and training needs of direct care staff in smaller, more remote residential care homes. The paper explores the capabilities that recent developments in educational technologies might offer. It reports on a pilot project involving the use of satellite broadcast television (TV) as a means of delivering vocationally relevant education and training to direct care staff in remote aged care homes. The author reports on two project activities that will inform future planning of education and training for the sector: an overview and analysis of the currently available and emerging technologies that could support the sorts of education and training that the sector requires; and an evaluation of the pilot program in terms of cost-effectiveness.
