This discussion paper outlines areas where TAFE institutes are seeking the support of political parties. Four main objectives are identified and guide the structure of the paper. The four objectives are concerned with: the need for funding reform in order to enhance the work of TAFE institutes; the development of a national system of TAFE course delivery; fostering innovation in TAFE institutes; and Commonwealth and State Government's recognition of the value of vocational education and training, and the important role played by TAFE in Australia's economic development. The discussion paper raises several issues, especially in relation to the flaws in the present funding arrangements for TAFE, the complexity and inflexibility which surrounds the creation of new TAFE courses, and the Government's focus on training for employment, at the cost of education.
